I have disabled being able to register for a new account.

It appears that the majority of people who actually do complete the first part of the registration process (which is filling out the form) can not figure out how to do the second part of the registration process (which only requires you to respond to the Welcome email).
I got tired of trying to help them understand or getting no response to the reminders that I send out to complete the second part. So I end of deleting their account because they did not complete the registration process.

A decent amount of those who do eventually complete the second part do not follow the rule that says they have to log in every calendar month or their email is bouncing. So I end of deleting their account because of that in a month or two.
